Are sea lice guilty as charged?

Sea lice are claimed to be the main cause of wild salmon declines and consequently are highly regulated both in terms of numbers of lice permitted on farms and how much salmon can be produced, but are such claims backed up by the science and evidence or are salmon farms simply an easy scapegoat.
